On December 16th, Trans Mountain Pipeline filed its Facilities Application with the National Energy Board. The filing proposes enhancements to existing spill response in Port Metro Vancouver and along the southern shipping route. The proposed enhancements represent a response capacity that is double and a delivery time that is half the existing planning standards.
